ABOUT THE 29th JDC

The 29th Judicial District Court has original jurisdiction of all civil, criminal, and juvenile matters, and appellate jurisdiction from all justice of the peace courts in St. Charles Parish, Louisiana. There are three elected divisions of court, each having general jurisdiction. In addition, the Court maintains a specialty court program - Adult Drug Court - as well as a Families In Need of Services diversion program.


Judge Rochelle Champagne Fahrig currently serves as Chief Judge of the 29th Judicial District Court.

REQUEST FOR PROPOSAL

The 29th Judicial District Court in St. Charles Parish, Louisiana seeks proposals from licensed eligible substance abuse treatment providers to deliver comprehensive substance abuse treatment services for its adult specialty treatment court program.

Twenty-four years ago, the 29th Judicial District Court launched an adult specialty treatment court program, the St. Charles Parish Drug Court focused on providing substance abuse treatment services to eligible individuals on probation. The program has evolved with promulgated best practice standards for specialty treatment courts. In recent years, the St. Charles Parish Drug Court program has recognized the roles of housing security, food security, transportation, and the education and vocational needs in the success of program participants.

The purpose of this Request for Proposal is to obtain competitive proposals from qualified contractors interested in providing comprehensive substance abuse treatment services for Recovery Court participants.

The Court desires contracting for comprehensive substance abuse treatment services for its Recovery Court program. Treatment services shall include assessment, inpatient treatment, intensive outpatient, application phase, continuing care phase, and drug testing. All services shall be delivered in accordance with requirements of the Louisianas Supreme Court Drug & Specialty Court Office Treatment Standards, Louisiana Department of Health and Hospitals, and American Society of Addiction Medicine standards.

29th JDC’s 2026 MADD Victim Impact Panels

MADD Victim Impact Panels will be hosted by the 29th Judicial District Court for probationers on the following dates:

January 12, 2026

April 6, 2026

July 6, 2026

November 9, 2026

Doors will open at 5:30 p.m. Fee is $65.00 via money order made payable to MADD. Panels begin promptly at 6:00 p.m. Doors will be locked and no one will be admitted once the panel has begun.
